President Kibaki has declined to sign into law the main Bill establishing county governments. He rejected the County Governments Bill 2012 pointing out that MPs introduced an unconstitutional amendment to it by transferring security functions of the National Government to County Government. Kibaki however signed into law the Transition to Devolved Government Bill 2012 and the Intergovernmental Relations Bill 2012.
