Wambui Kimathi writes that parliament cannot be dissolved before approving the next budget. Keeping in mind the the finance secretary must submit to parliament estimates of the budget two months before reading the budget and unless this process is fast-tracked it is unrealistic to hold elections in August. The IEBC is also yet to be constituted yet it has huge tasks ahead including delimitating boundaries.
