There are only 36 days to the deadline set by the Constitution for key laws to be passed and Parliament resumed only on Tuesday, but the task ahead is huge. One of the stumbling blocks has been identified as the Attorney General’s office, which has displayed levels of incompetence that do not befit the Government’s chief legal advisor.The other major impediment is the Government Printer, who seems to have been given so much latitude that any decision to delay printing creates a crisis. A case in point is the two-week delay in printing the IEBC Act that had been signed by President Kibaki, and the Government Printer’s decision to backdate the publication to July 5. CIC has said it will concentrate on laws that must be passed by August 27, but has also warned that it will not sign off on a Bill just to meet constitutional deadlines if it feels the draft needs more work, which is perfectly in order
