Kenyans will today learn how finance minister Uhuru Kenyatta plans to tax them to finacne his hefty budget after the Speaker allowed him to read the speech. The budget will not take effect immeadiately like those read in the East African Community, instead it will move to the House Committee which will seek public views before the Finance appropriation bill2011 can be moved to parliament.
