Does National Accord Provide for Arbitration if Principals Disagree?

Joseph Mutua retorts that the recent controversy over the nominees to key constitutional offices raise questions whether there is a provision for an arbiter when the two principals disagree. ODM has cried fould saying the list is not only a violation of the constitution but also one that can lead to a constitutional crisis. PNU on the other side state that the list is okay and Kibaki followed the law. Such a scenario leads to questions on whether there is arbitration arrangament in the National Accord.
