JOB SUMMARY: The Operations Manager will provide oversight and sound management of all administrative, HR, finance and technical support services for Internews in Kenya. The Operations Manager will maintain sound, reliable, effective and efficient administrative systems, as well as be responsible for all Administration resulting from contractual obligations, donor agreements and general operations. S/he will oversee the local procurement of equipment and supplies.The successful candidate will be based in Nairobi and will report directly to the Kenya Country Director
Key Result Areas:
Through regular interaction between Internews HQ, Regional and Nairobi management, and support specialists, project reporting to USAID and external/internal finance reporting is compliant and timely;
Through effective oversight of the Finance Manager and his support staff, payments, payroll, procurement systems and expenditure are donor compliant and in accordance with the approved budgets.
Through centralized operational support coordination, program support runs smoothly, allowing project heads to focus on editorial direction and training development.
Principal Tasks:
Human Resource Management
Provide high quality leadership to the HR Department in a proactive and positive way.
Ensure an efficient and effective service is delivered to the business that enables it to contribute to improving individual and organizational performance and in such a way that enhances the HR Operations team’s reputation and credibility with internal and external stakeholders.
Build strong and valuable relationships with senior managers, and other members of the HR Departments which contribute to the overall success of the business objectives of the organization.
Ensure that processes for such tasks as recruitment, employee relations, change
management and systems are in place and are dealt with correctly, effectively and efficiently.
Ensure that current and future HR needs are identified and met by reviewing, improving and monitoring existing corporate HR policies and developing new ones.
Administration and Operations management
Provide oversight for all internal office operations and coordinate with project directors as necessary;
Oversee logistical and administrative support to training activities;
Ensure country office policies, procedures and activities are compliant with country laws and regulations (working with Legal advisor), as well as donor regulations.
Provide oversight for any procurement of equipment and commodities to ensure USG compliance;
Provide line management function for a layer of specialists supporting projects;
Coordinate and plan regular and annual stock counts to ensure that company inventory is safeguarded against theft and accurate records maintained;
Provide security oversight.
Financial Management
Strategic Finance planning advice to Country Director, program leads and other departments
Direct oversight into financial management and accounting functions.
Develop approaches to contain costs, improve cost effectiveness and streamline financial management.
Advise project staff on USG rules and regulations to ensure compliance during project implementation.
Harmonization and accurate allocation of costs, resulting from co-existing grants with different timelines
Provide timely and accurate Cost & Management accounting information for purposes of effective operational planning and Control.
Prepare and monitor budgets for effective use, control and monitoring of financial resources for purposes of achieving the short and long term financial objectives.
Line Management
Provide technical guidance to staff under his/her supervision
Ensure support staff provide adequate and timely support to programs
Account for diverse forms of operational support, harmonized or tailor made for distinct projects, as appropriate
Education and experience
Degree or other advanced qualification in Finance, Strategic Management or other related field
Demonstrated experience with finance and administration functions of international organizations (at least 5 years)
Managerial experience of at least 3 years
Knowledge of US government funding rules and regulations, financial reporting and disclosure requirements
Skills and abilities
Demonstrated skills in negotiations and effective communication with staff at all levels of the organization and external partners
Strong financial management, organizational and leadership skills
Exceptional interpersonal, teamwork, communication, partnering and supervisory skills
Ability to adapt to conflicting deadlines and priorities established by finance demands
Ability to communicate financial information to supervisors, department managers, and upper management and employees from other departments
Ability to provide technical support and training in finance and administration.
Ability to write project proposals
Ability to facilitate decision making process
